Subject: Considering buying

I've been looking at this product for a day or two and am considering purchasing it. Is the "free" version really free? What kind of environment does it have to, say, write PHP (which I'm hoping to learn soon)?
Does anyone out there have any real-world experience with WebDesign?
It sure looks good.
